Project Description

The purpose of this Notice of Funds Available (NoFA) is to solicit proposals from a Human Resources Consultant or Search Firm to provide support to Council members in hiring an Executive Director.

Schedule of Events

This Request for Proposals will be governed by the following schedule:

• February 1, 2022 Applications Due in DD Suite by 11:59 PM
• February 1 - February 14, 2022 Application Review and Evaluation
• February 14 - February 23, 2022 Interviews & Contract Negotiations
• February 24 - 28, 2022 Complete Contract process (Signatures)
• March 1, 2022 Work Begins

Restrictions on Communication

Applicants are restricted from communicating with GCDD staff and Council members during the competitive NoFA process (on matters concerning this NoFA).

The DD Council

The Georgia Council on Developmental Disabilities (GCDD), is one of 56 entities of its type in the United States and territories that report to the U.S. Department of Health and Human Services and the Administration for Community Living. It is authorized under Public Law 106-402, the Developmental Disabilities Assistance and Bill of Rights Act Amendments of 2000.

Our activities are governed by a 27-member board, appointed by the Governor and comprised of at least 60 percent individuals with developmental disabilities and family members. Other members include policymakers that represent various agencies and organizations having a vested interested in persons with developmental disabilities.

GCDD serves as an advocate for all persons with developmental disabilities. We are charged with creating systems change for people with developmental disabilities and their families by increasing opportunities for independence, inclusion, integration, productivity and self-determination. Activities include public policy research and analysis, reform, project demonstrations, education and training.

Scope of Work

The Georgia Council on Developmental Disabilities is accepting proposals from qualified Human Resources Search Firms and professionals to provide support to the organization members in hiring an Executive Director. The GCDD is in the process of hiring a new Executive Director as the current one is retiring after 30 years.

The qualified organization will work with Governor appointed Council members to:
1. Review and revise a job description outlining the responsibilities of the Executive Director;
2. Establish criteria for who is considered a qualified candidate;
3. Conduct a national search for potential qualified candidates;
4. Present at least 5 potential candidates to the Search Committee;
5. Work with the Search Committee to create questions and conduct interviews;
6. Work with the Search Committee to select at least 2 candidates who are presented to the Executive Committee and the Full Council

Contractor Requirement:
• Contractor will be committed to GCDD’s mission, vision, core principles and values
• Experience with a diverse clientele including people with disabilities
• Experience with state and federal governments human resources
• Contractor will provide own vehicle, computer and other equipment necessary to complete this contract
• All data, products and information will be the property of GCDD

Method of Payment
This is a cost reimbursement contract with an amount not to exceed $65,000.00.
The consultant shall request payment by providing an invoice listing the hours and scope of service completed. The invoice will be reviewed and paid in a timely manner once approved.

Term of the Agreement
This Agreement shall take effect when fully executed by all parties and shall continue for a term of up to one year expiring on February 28, 2023 unless renewed in writing, executed by both parties prior to the expiration of the term.

Termination of Agreement
The Council may terminate this Agreement for convenience at any time by providing thirty (30) days written notice to the Consultant. lf terminated for convenience, the Consultant shall be paid for all services performed through the date of termination, based on the percentage of services completed and the Consultant shall not be entitled to any other compensation or damages from the Council. The services provided are funded through Federal grant revenues and are subject to the availability of that funding. lf funding is not appropriated or otherwise not available, then this Agreement shall terminate immediately. ln the event of a termination for cause, due to the Consultant's failure to perform in accordance with the terms of this Agreement or the Consultant's repudiation of this Agreement by word or conduct, the Council may immediately terminate the Agreement and the Consultant shall be paid any sums otherwise due and owing under this Agreement only after the Council has completed the work called for by this Agreement with other forces, and has deducted the cost of such work, and any other damages payable to the Council, from any agreement balance otherwise due and owing to the Consultant under this Agreement. If, after notice of termination for cause, it is determined for any reason that the Consultant was not in default, the rights and obligations of the Council and the Consultant shall be the same as though the termination had been a termination for convenience.

Additional Submission Requirements:
* Two professional references who can speak to your qualifications and experience. (Upload references to your DD Suite application)
* Complete and submit a Federal W-9 with your application (see attached)

Notifications:
There will be no debriefing for applicants who are not selected. All applicants who respond to this NOFA will be notified of the outcome of their application (awarded, application modifications requested, or denied) by email through DD Suite.
