A Request for Applications (RFA) is the way the North Carolina Council on Developmental Disabilities asks for proposals for initiatives that will help the Council achieve the goals outlined in its Five-Year State Plan. (https://www.nccdd.org/the-council/five-year-plan.html) The Council has given you an outcome for the initiative and you will need to submit a proposal using a web-based system called DD Suite. (http://www.ddsuite.org)

Bidders' Workshop and Informational Conference Call

The Bidders' Workshop and informational conference call will occur on July 12th, 2022 from 3:00 PM to 5:00 PM (EDT). Anyone interested in attending should RSVP by e-mail at RFAinfo@nccdd.org by July 11th, 2022.  NCCDD may also host a Question & Answer session in August with more information about it coming later.

Council Staff will review the process of how to submit a proposal using DD Suite. Interested applicants may submit questions in writing prior to the call. Any questions submitted in writing by July 11th, 2022 will be answered during the Bidders' Workshop on July 12th, 2022. Answers will be posted in DD Suite and the website by July 18th, 2022

All questions will be compiled along with a response and posted on the website. If you submit an Intent to Apply form, the questions and responses will be e-mailed to you.

There are some things interested parties can do before the Bidders' Workshop and informational conference call:

1. Complete an Intent to Apply via e-mail or fax: e-mail: RFAinfo@nccdd.org or FAX: 984-920-8201. The Intent to Apply is used to gauge interest and determine outreach and marketing for Council initiatives. While it is strongly encouraged that organizations complete an Intent to Apply, it is not required. Also completing an Intent to Apply does not obligate you to submit a completed application should you determine that your organization cannot carry out the goals of the RFA.

2. Get an account in DD Suite. Go to the DD Suite website at (https://www.ddsuite.org/users/register). Provide the basic information on the registration page and click the submit button. If you have trouble or have questions, please contact Philip Woodward, Systems Change Manager, at 919-518-9525 (please leave a message).

3. Submit any questions you have about this RFA in writing no later than July 11th, 2022 to RFAinfo@nccdd.org or FAX: 984-920-8201. Please use the subject headline, "RFA Question – Roommate-Matching Service RFA."

Description

The North Carolina Council on Developmental Disabilities (NCCDD) intends to fund an initiative to establish a roommate-matching service for individuals with intellectual and other developmental disabilities (I/DD) to find a compatible roommate or a live-in caregiver in North Carolina.  During NCCDD’s three-year Supported Living: Making the Difference initiative, family members of individuals with I/DD expressed an interest in seeing the State of North Carolina and its Department of Health and Human Services invest in a roommate-matching platform for people with intellectual and other developmental disabilities.  One of the primary benefits of a roommate-matching platform or service is the ability to match a person with I/DD with a compatible person with a disability or other person who can act as a caregiver.  Having a roommate reduces housing-related costs for each individual because they share the costs such as the rent and the utilities payments as well as the responsibilities such as cleaning.  Bridges MN, a provider agency in Minnesota, shared an example by suggesting that one person might not be able to afford a one-bedroom apartment at $900 per month, but two people could afford a two-bedroom apartment at $1,200 per month where each person pays $600 of the cost.  However, despite the benefits of matching people to become roommates, North Carolina does not currently have any type of formal roommate-matching platform or service available that is known to the Council.

Budget

In addition to submitting a proposal, you must complete the budget form on DD Suite for the first year of your initiative. A non-Federal match is not required for this initiative.

Recommendation

It is recommended that all work be done in a different format such as Word. Once each section is completed, copy and paste it into DDSuite.org. The DDSuite.org program has a time-out feature to protect information. The potential to be timed out and lose information while working online is real.
